It was completed in 1995 as part of the volcanic sabo project under the direct control of Hachimantai. The area around the Kosendatsu River Daiichi Sabo Dam was developed as a park and was named Sabo Culture Park.
There is a vast lawn plaza of 16,000 square meters, overlooking Lake Tazawa. The 51st Akita Prefectural Tree-Planting Festival was also held.
